You can register an account at http://i18n.luci.subsignal.org/ .
Change your user language preferences to Chinese and you'll be able to
make the translations online.

If you prefer translating offline you can checkout the current set of po
files from http://svn.luci.subsignal.org/luci/trunk/po/ .

Not that some initial work on chinese is already done, progress is shown
