 In contrast to the statement on the development environment web page, it
 isn't possible to build LuCI for development on the host environment (in
 this case Debian Squeeze), because
 make or make runhttp fail due to missing rules.mk and package.mk because
 axtls wants the header files in $(TOPDIR) and they are not there (and
 TOPDIR isn't defined it the Makefile either).
