[luci] New Translation Format

Hi List.

We spend the last few days with converting the currently existing
translation files to the more standardized gettext format (*.po and
*.pot) files.

All translation files are now located in the po/ folder within the root
directory of local checkouts, grouped by language.

I also installed a web-based translation software that helps people to
get involved in translations or keep track of the current progress of
the different language. The page is located here:

More documentation on this will follow soon.

We hope that the switch to the gettext format will make initial
translation and maintainance of languages easier in the future, esp.
when it comes to keep the translations in sync with new developments.
