[luci] Global I18N changes

Hi list.

I'd like to inform you that I spent the last two days converting the
LuCI I18N to a more gettext compliant format.

Previously we used custom keys to map translated texts to their english
original, this proved to be too complex for both the translators (need
to lookup each key) and the developers (need to define new keys all the
time and try to keep stuff in sync).

Example of the old format:

  msgid "a_i_network"
  msgstr "Network"


Now LuCI uses the original english texts as message id to look up the
corresponding translation:

  msgid "Network"
  msgstr "Netzwerk"


While doing the conversion I also merged the core *.po files into a
single file called "base.po" to make it more obvious which translation
belong to the base installation and which translations are for addon
packages.

In order to support the new format, the translation portal at
i18n.luci.subsignal.org needs some modification which I'll do later
today. Until the changes are made the server will be unavailable.
