Is that mean luci is defaultly started by Lua instead of  busybox-httpd?

Please try the following and reports if it works:

# /etc/init.d/lucid stop
# /etc/init.d/lucid disable
# /etc/init.d/httpd restart

Then visit http://192.168.1.1/cgi-bin/luci
