[luci] (hopefully) basic question on writing modules

I've reviewed the ModulesHowTo (
http://luci.freifunk-halle.net/Documentation/ModulesHowTo) and tried to
create an example module on a running openwrt instance, but it's not
working.  My first question is, is it supposed to?  I created the file
/usr/lib/lua/luci/controller/admin/test.lua but I cannot seem to access
it/make it run.

If that doesn't "just work" then what do I need to do to make it work?  Is a
development enviroment required or can changes be made on an installed
version.
