You showed me where to look for the solution; however, it was not quite so simple. Our menuconfig is "non-standard". 

I created a temporary work-around by adding the line ...

	CONFIG_PACKAGE_luci-app-ipsecvpn

...to openwrt/.config.  And my application is building! Now on to the next issue.... 8-)
