[luci] Translation portal

Hi.

Just a quick question about the web interface for translations; how are
they synchronized with the tree? Is it based on what is in trunk, or
something else? Is there a cron job keeping things in sync?

I'm asking because for example, the French hd_idle.po appears
untranslated in the web interface [1], whereas it is fully translated in
trunk [2].
