[luci] luci-admin-mini: empty "Flash Firmware"

Hi, I build a Kamikaze 8.09.2 image with luci support with the image
builder and did just include luci-admin-mini. In the web GUI I can see
a menu item "System -> Flash Firmware" but this produces an empty
page. Is luci-admin-full required for the firmware update? Could this
menu item then be removed from the Essentials GUI? Am I missing
something?
