#109: Can't configure vlan ifaces

With the current radiogroup method of selecting an interface to for a
network, it is impossible to configure the networks for vlans with no
interface definition in /etc/config/network and which does not exist in
the kernel table yet (i.e. the switch has been configured, but the
interface does not yet exist in the config, nor has been created with
 vnconfig).

Being able to specify a custom interface in this situation would be
useful, so as to add the interface definition, which is what actually
creates the interface via the /lib/network/config.sh.

Also, being able to specify a dummy interface is useful for things like
pptp, so that the system will bring up the pptp connection with, say ifup
 pptp_connection.
