[luci] RU translation

Good day.
I prepared RU translation for LUCI.
Now i choose "Upload file" and select my translation file, for example
'ntpc.po' then i upload i file, but  file
https://luci.subsignal.org/i18n/ru/luci/ntpc.po?showgoals=1&translate=1&goal=Complete%20Translation&view=1
have no changes.
Whats wrong?
