[luci] Installing luci-app-qos requires manual `rm /tmp/luci-indexcache`

Hello list:

I just installed luci-app-qos and was rather confused when the web
interface presented me with no QoS option. I wandered over to #openwrt
where I was told that a simple `rm /tmp/luci-indexcache` would do the
trick, and indeed it did. My question is why is this not in a postinst
script for the package?
