 This is an OpenWrt limitation. Without ATH_USER_REGD the driver defaults
 to world mode (00) and the country settings have no effect.

 Also implementing an outdoor checkbox is hard since the regulations may
 differ from country to country. In fact the outdoor checkbox for madwifi
 only exists because the driver needs it to unlock upper channels, it was
 not meant to be a convenience function.
