 hi, all

 I have translated the backfire luci (tags 0.9.0) po files to implified
 chinese and add luci-i18n-chinese makefile support.

 More than 90% of the po files have been translated. Merged into backfire
 would be appriecated greatly. thanks.

 PS: if anyone has a simple way to migrate this zh_cn po files to luci
 0.10, please give advice, thanks.
