I am attempting to use Luci_Splash to act as a poor mans service
discovery mechanism for a local mesh network. I have put links to
local services on the splash page so that users will be presented with
the apps locations when they sign on to the network.

The problem is, the luci splash screen does not seem to capture a
connection when there is no internet connectivity. A user will only
get a site not found message until they type in a local service that
can be found. When they do this they are presented with the splash page.

Is there something I need to do to configure the captive portal to be
activated even when the local DNS cannot route the initial request?
