[luci] new WAN emulation LuCI app

I posted a new LuCI app for review on the OpenWrt forum here:

It's a frontend for netem with rate limiting, so it lets a router
running OpenWrt take the place of something like WANem
(http://wanem.sourceforge.net/)

If it's wanted, I'd like to have it accepted into LuCI's trunk once
the underlying netem-control package is accepted into OpenWrt.  The
luci-app-netem package is set up to build like any other OpenWrt
package right now, so I'd have to generate a patch that adds it to
LuCI's makefile.
