[luci] Limited user access

I need to create two users: root and user. root has access to
everything, but user should see only a limited set of options. For
example the user can only configure DHCP server settings and not
iptables or something else.

So far I have only seen "sysauth" option, but it doesn't hide pages,
but only requires extra authentication. How do I hide restricted
elements?
