[luci] Not able to get luci working on my kamikaze

It might not be the 100% answer to your question, but this is my
experience: sometimes it helps not to get redirected but to directly call
the complete URL <http://localhost:8080/cgi-bin/luci/>

Another thing is that the runhttpd target is some kind of deprecated i
think. Try the runboa target instead.
