[luci] openwrt standalone packages

Hi,

last month, JoW has posted a sample Makefile that makes it possible to
create standalone packages for OpenWrt. Basically, this works fine, but
it doesn't support translations. It would be nice to have the po/* files
contained within the package, and create the lmo files during the
package build. Has anybody spent some thought on this already?
