[luci] Translate luci into Spanish

Hi Gustavo.

As far as I know nobody is working on a spanish translation atm (besides
the Fon Firmware team, but the Fonera translations are not suitable for
the normal LuCI).

The basic procedure is to copy the i18n/english package and rename all
*.en.lua files to *.es.lua, then edit them and replace the strings.

The LuCI base translation is located in the i18n/<language> packages but
the optional, additional packages carry their own translation files in
applications/luci-appname/i18n/ .

I'd suggest to start with making a spanish base translation. If you
like, I can prepare a tarball with files to translate for you.
