[luci] Splash Configuration

Hi,

Im currently trying to make a configuration entry in 
/etc/config/freifunk for our own city (Oldenburg).

What does the configuration variables
'splash_network' and 'splash_prefix' mean?

Does they mean that a client connected to the node get´s an IP from 
the '10.104.0.0/16' network?
Shouldn´t the client get an IP from the same network the mesh IP 
adress is in?

For Example:
Freifunk Community: 10.18.0.0/16
Mesh IP Adress: 10.18.1.1
DHCP-Start: 20
DHCP-Limit: 4

Now the Wifi device has the IP 10.18.1.1. The first client get´s 
10.18.1.20, the second 10.18.1.21 etc.

How does the current configuration work and why?
