Not sure, you're not the first one who's reporting that. The underlying
luci.sys.init class does some ugly things to do the init management.

I think that the enabled() function does not work properly. It currently
calls "/etc/init.d/initname enabled" and checks the return code. Maybe
it's better to look for the corresponding symlink in /etc/rc.d/ instead...
