[luci] ampersand character in HTML

Hi.
If your characters got replaced with "?" then the system detected an
invalid UTF-8 sequence. You must make sure that everything you use is
UTF-8 encoded. If you are sure that it is UTF-8 and you still see "?"
chars then send me an example please so that I can look into it.
