[luci] ampersand character in HTML

Now, I am trying to get the trunk of LuCI to support Chinese, but I found
that if texts in <%:..%>, then Chinese and Japanese characters can
not be displayed correctly(some displayed, but most displayed as "?" ).
In branch 0.9 of LuCI, both Chinese and Japanese can been shown normally.

So I tried to change some <%:...%> markup to <%_...%>, then the char "&"
isn't escaped.

How to get LuCI 0.10 to support Asia characters?
