[luci] [PATCH] Add gpsd application

This adds support for gpsd-2.X.

* Please do not apply it yet *

I'm sending it here for people to test and I'm waiting for an OpenWRT
  contribution that will bump gpsd version from 2.X to 3.X.
Once this is done, I will update this patch and submit it for inclusion.

There's a patch and a small tar/gz that contains some static resources (small PNGs)
