[luci] build/zoneinfo2lua.pl doesn't generate certain zones

Hi!
Somehow, some timezones in my LuCI got missing recently. Now
https://dev.openwrt.org/ticket/11445
confirms what I experienced in the past months.
So I investigated it a bit:
I used both, my local zoneinfo and a freshly downloaded and zic'ed tzdata from
IANA as a reference.
In both cases, zoneinfo2lua.pl skipped a couple of zones, though they are
present and seem correct. I'd be glad if some more Perl'ish person can have a
look at it, otherwise I'll struggle with it tomorrow...
