[luci] Changing wifi encryption type kills luci and dropbear

Sorry for the long email that started this thread.  I thought the details
might help solve it.

Basically, when I change from WPA to WPA2 or vice versa the Luci interface
and Dropbear completely hang.  They are still running and listening on
their respective ports, but they both refuse connections.  I have to pull
the power cord to restart the router.

Is this a known bug?  Should I talk to Openwrt forum instead?
