[luci] Changing wifi encryption type kills luci and dropbear

SOLVED - Sorry for the noise on the mailing list.

I realized I had a custom iptables rule that was being flushed when
applying wifi changes and thereby blocking my access.  I moved my custom
rule to /etc/firewall.user where it should be.
