[luci] LuCI source moving to Github.

Hi Federico,

I took a look at it and it works fine - already import ~150 tickets or
so into github. The problem is that it causes a flood of notifications
to the other members of the OpenWrt organization there so I had to stop
it for now until we can work out a less noisy way.
