[luci] luci-proto-ipip package

Dear all,

One month ago I developed a simple package to support configuring IPIP
tunnels via the LuCI web interface. I created a pull request (#787) [1],
but it seems like it didn't gain much attention.

I wonder if that was the wrong procedure to submit a piece of code, or
if it is just a matter of time. In any case, in Guifi [2], we use IPIP
tunnels a lot to provide internet access to end users, so it would be
very nice to have this package available for our routers.
